وَعَزَلُوْهَا عَنْ وِلَايَةِ الْيَقِينِ،
And they removed it from the guardianship of certainty.
وِلَايَةِ — guardianship. This noun heads a possessive pair, 'guardianship OF certainty', joined straight to the noun after it with no word for 'of'. It is genitive because the preceding 'from' governs it, and it leaves off its own 'the', taking its definiteness from the following owner.
