فَإِنَّهُ لَا يَسْتَطِيعُ أَنْ يَحْبِسَ عَنْكَ الْمَدَّ
For he cannot hold back the tide from you.
يَحْبِسَ — he hold back. A present-tense verb, 'hold back', with the 'he' subject inside, pushed into its subjunctive shape by the preceding 'to'. The altered ending marks it as the dependent 'to hold back' rather than a standalone statement. Arabic shows this with the vowel change after the linking particle.
