وَإِنِّي أُخْبِرُ عَنْ حَالِيِ،
And I tell of my condition,
أُخْبِرُ — I tell. A present-tense verb whose prefix marks an 'I' subject, with the speaker built right into the form. It reports the act of telling as the speaker's own ongoing first-person narration. No separate 'I' word is required; the verb shape carries it.
