لَا يُسَامُ مَنْ طَلَبَ اَلْفِقْهَ طُولَ دَهْرِهِ
One should not reproach anyone who seeks jurisprudence throughout his life.
يُسَامُ — is not reproached. This is a passive verb: the seeker undergoes the reproach rather than doing it, so the action lands on him. Arabic marks the passive by reshaping the verb's internal vowels, not by adding a helper like 'is', which is why it sits close to its active twin yet flips the roles. With the negator it says the seeker should not be reproached.
