Meaning for the sake of people.
يَعْنِي — meaning. A present-tense verb, 'it means / that is to say', with its subject 'it' built in, introducing a gloss on the preceding words. It flags an explanatory aside rather than a new event.

يَتَعَانَى — he engages in. This is a present-tense verb, 'he engages in, he dabbles in', with its subject built in, still the seeker of the question. The verb continues the yes-or-no question and takes its object after it; the doer is carried within its form.
