وَلَا حَوْلَ وَلَا قُوَّةَ إِلَّا بِاللَّهِ الْعَلِيِّ الْعَظِيمِ
There is no power and no strength except by God, the Most High, the Most Great.
الْعلي — the Most High. A divine epithet, 'the Most High', made definite by al- ('the'), describing 'God' in the phrase. As a describing word it matches its noun in being definite and in the 'of' (genitive) ending carried over from the preposition.
