لِئَلا يَمْضِيَ الزَّمَانُ فَارِغًا،
So that time would not pass idly.
يَمْضِيَ — pass. A present-tense verb pushed into the subjunctive by the purpose particle just before it; the changed ending is the visible mark of that mood. The subjunctive signals this is the aim being guarded against, not something already happening. Its built-in subject is 'time', supplied by the next word.
