فَمَا طلع الْفجْر الا وَهِي بالمينا
The dawn had not broken before they were at the port.
بِالْمِينَاءِ — at the port. 'Bi-' (at / in) fused with 'the harbor', genitive — 'at the port'. The 'bi-' marks the place reached: dawn barely broke and they were already docked.
