أَعْظَمُ الْمُعَاقِبَةَ أَنْ لَا يَحِسَّ الْمُعَاقِبُ بِالْعُقُوبَةِ،
The greatest punishment is that the one being punished does not feel the punishment.
بِالْعُقُوبَةِ — by the punishment. The prefix bi- ('by/of') is a preposition forcing the noun after it into the 'of...' ending, plus the 'the' of the noun. It links 'feel' to its object, telling you feels WHAT: the punishment. So the small bi- ties the sensing to the very penalty unfelt.
