كلما تليت فضائله علا عَلَيْهِم الصغار
Whenever his virtues are recited, humiliation rises upon them.
تُلِيَتْ — are recited. A passive verb — the inner vowels make it 'were recited', with the feminine '-at' agreeing with 'his virtues' and no reciter named. Arabic marks this passive by the vowel pattern inside the verb.
