وَإِنْ كَانَ غَيْرُهُ الْقَارِئِ اِسْتَرَاحَ،
And if another reciter took a rest,
الْقَارِئِ — the reciter. A definite noun with al- (an active participle used as a noun, 'the reciter'), here the owner term in the 'other than the reciter' pairing, so it sits in the 'of'-style (genitive) ending. It names the reciter the other person is set apart from.
