تَفَكُّرٍ — reflects. A noun built from a verb (an action-as-noun, 'reflecting') used here in the generalizing frame to stand for the act of reflection. It carries the deed inside the 'whoever reflects...' condition without a tensed verb, naming the action as a thing.
