فيكثر شكواه وتذمره، ولا يزال في قلق واضطراب
so his complaints and grievances increase, and he remains in anxiety and turmoil.
يَزَالُ — he remains. A special verb that, when negated, means 'continues / never ceases'. So 'not + this verb' together say he stays in a state, an idiom where the negation flips into 'keeps on' rather than 'does not'.
