فَكَيْفَ يَصِحُّ أَنْ يَكُونَ كَمَا كَانَ؟
So how can it still be as it was?!
يَصِحُّ — can it still be. This present-tense verb carries its own subject and means 'be valid / hold true'; here it asks whether the prior state can persist. It governs a 'that...' clause naming what is in doubt.
