قَالَ إِنِّي مُحْتَالٌ لَكُمْ بِحِيْلَةٍ
He said, "Indeed I am scheming for you with a ruse."
مُحْتَالٌ — scheming. A 'doer' word (active participle) standing as the predicate after the emphasis-particle, describing the speaker's role: he is the one doing the scheming. Used as a description of a person, it works like a noun naming a state.
