فَهَمَّتُ أَنْ أَقْرَعَهُ بِالْعَصَا
I intended to strike him with the stick.
بِالْعَصَا — with the stick. The instrument preposition 'bi-', 'with/by means of', fused to a definite noun marked by 'al-', naming the tool of the striking. The 'bi-' forces that noun into the genitive. So one piece carries means, definiteness, and the implement: 'with the stick'.
