Do you not know that the truthful person, when he resolves, casts his determination before his eyes?
هَمَّ — he determined. A past-tense verb 'set his mind / resolved', subject 'he' inside, the condition's act. Once he forms a firm intent.

I intended to strike him with the stick.
فهممت — so I intended. Opens with the connector 'fa-' marking sequence, 'so then', fused to a past verb that carries its first-person 'I' subject inside, meaning to set one's mind on something. The 'fa-' here advances the narrative to the next beat. The verb leads into a 'to...' clause naming the intended act.
