وَمَنْ هُوَ بَخِيلٌ شَحِيحٌ فَلَيْسَ بَوَّاقٌ وَلَا مُفْلِحٌ
And whoever is miserly and stingy is neither spared nor successful.
شَحِيحٌ — stingy. A second predicate adjective stacked beside the first, reinforcing the description. Both lean on the same subject pronoun with no linking verb between.
