فلا يكتفي بصحَّةِ الإجراء، بل يسأل هل يُحصِّلُ المقصد؟
it is not enough to verify the correctness of the procedure; rather, one asks: does it achieve the objective?
يَكْتَفِي — he suffices. A Form VIII verb, 'contents himself / makes do,' negated. Its complement comes via 'bi-' next — content WITH what? With mere correctness of procedure. He does not stop there.
