وَكَانَ عَاقًّا سَيِّئًا الْطِّبَاعِ،
He was disobedient and of bad character.
الطِّبَاعِ — the temperaments. This noun is the second half of the 'bad of ...' pairing, naming the area in which the badness applies, so it sits in the 'of' (genitive) form. It pins down what the preceding describing word is bad in. Its plural-looking shape names character or disposition as the field of the fault.
