فَالنَّاسُ فِي غَلاَتِهِمْ،
So the people are in their excesses,
غَلاَتِهِمْ — their excesses. A plural noun governed by the 'in' before it, so it takes the 'of' (genitive) ending, with -hum ('their') attached naming whose excesses these are. The whole word completes the location-predicate, fixing the people inside their own extremes.
