Rather, they follow their customs like cattle.
يَجْرُونَ — they follow. A present-tense 'they' verb, masculine plural, the '-un' ending built in as its subject. Used here for habitual behaviour, it means 'they keep running along / following', and it leans on the 'upon...' phrase that follows to say along what they run, namely their customs.
