On the contrary, those are more excusable because of ignorance.
بَلَّ — on the contrary. A corrective particle, 'rather / on the contrary', that cancels the previous assessment and substitutes a new one. Its job is to pivot the argument: it sets aside what was just said and turns the verdict the other way, toward excusing these people.
