فَيَقُودُونَهُ حَيْثُ شَاءُوا
So they lead him wherever they please.
شَاءُوا — they please. A past-tense verb whose plural ending carries the subject 'they', used here with a general, habitual sense rather than one finished event. It fills out the 'wherever' clause, so the meaning is 'wherever they wish', the doer built into the verb.
