فَإِذَا بِثَلَاثَةِ نَفَرٍ قُعَّادٍ رُؤُوسُهُمْ فِي مُرَقَّعَاتِهِمْ
Then three people were sitting with their heads in their cloaks.
بِثَلَاثَة — with three. The front 'bi-' here is the partner of that surprise 'idha': it introduces the thing suddenly discovered, so the literal shape is 'and there were three...'. It governs the numeral phrase in the genitive ending and presents it as the unexpected sight.
