وَإِذَا أُهُبٌ مُعَلَّقَةٌ وَقَرَظٌ،
And when tufts and laths are suspended,
أُهُبٌ — tufts. A plural noun (hides/skins) that is the subject of the discovered verb-less scene; its plain subject ending and indefinite form mark these as the things suddenly seen hanging. No 'was/were' word appears.
