وَيُكْتَبُ عَمَّنْ دَرَجَ وَدَبَّ ،
And it will be written about one who walked and crawled,
دَرَجٌ — walked. A completed past-tense verb, third-person singular, the subject 'he' understood from the relative 'one who' before it. It begins describing that person's life span, paired with the next verb to cover the whole stretch of his living.
