فَنزلت السكينَة فارتفع خوف الْحَادِث
Then tranquility descended, and fear of the event was lifted.
فَارْتَفَعَ — and was lifted. This verb is built on the pattern that slips a '-t-' inside the root, here giving an 'it rose / lifted away by itself' sense: the fear is not lifted by a stated agent, it simply rises off. The subject follows the verb, as usual.
