وَالْجُزْعُ قَرِينُ الْعَجْزِ وَشَقِيقِهِ
And despair is the companion and the brother of weakness.
الْعَجْزِ — the weakness. A definite noun ('weakness') as the owner half of the chain ('companion of weakness'), in the genitive. Its 'the' fixes the pairing, naming what despair keeps company with.
