وأنه لا يحدث شيء إلا بإرادته،
and that nothing happens except by His will,
بِإِرَادَتِهِ — by His will. A noun with the prefix 'by/with' marking the means and a possessor attached on the end, 'by His will'. The prefix governs it into the genitive, and the suffix points back to God; one word thus carries preposition, noun, and owner.
