The Just One in His decrees, He neither feared nor acted unjustly,
يَجُرْ — He act unjustly. A present-form verb holding its 'he' subject, forced by the preceding negator into the clipped jussive ending. That trimmed shape marks it as the second denied past act, paired with the first to say He did neither thing.
