وَأَقْوَامَ لَا يُؤَثِّرُ فِيهِمْ إِلَّا بِمِقْدَارٍ سَمَاعِهِ،
And there are people who are affected only to the extent of what they have heard.
يُؤَثِّرُ — affects. This is a causative present-tense verb (it produces an effect) carrying its own subject. Under the negator and the coming restriction, it states a bounded effect: it works on them only so far.
