وَأَقْوَامَ لَا يُؤَثِّرُ فِيهِمْ إِلَّا بِمِقْدَارٍ سَمَاعِهِ،
And there are people who are affected only to the extent of what they have heard.
بِمِقْدَارٍ — to the extent of. This is a 'with/by the measure of' preposition fused to a noun, naming the gauge of the effect. It governs the next noun into the genitive and heads an 'of' pairing: 'to the extent of...'.
