وَلِهَذَا أَجَابَ مُعَاوِنُ الشَّرْعِ بِالْتَغْرِيبِ وَالْتَرْهِيبِ يَقْوَى جُنْدُ الْعَقْلِ
For this reason an assistant of the Shari'a replied: By alienation and intimidation the forces of reason become stronger.
بِالْتَغْرِيبِ — by alienation. The preposition bi- ('by/with', means) fused to a noun made definite by al-. The bi- marks instrument, governing the noun in the genitive, so this word names one of the tools by which reason's forces grow strong.
