  And among them is the licentious man who amuses himself.

  الْمُتَلَاعِبُ — the one who amuses himself. An active participle ('the one who amuses himself', the trifler) used as an adjective on the noun before it. It agrees in definiteness and case with that noun, so the two read together as a single description of the same person, closing the list.
