وَمِنْهُمْ الْمَاجِنُ الْمُتَلَاعِبُ
And among them is the licentious man who amuses himself.
الْمَاجِنُ — the licentious person. A definite noun in the nominative serving as the subject of the 'among them' frame, 'the licentious one'. With al- making it definite, it names this final type, and the participle after it adds a further description.
