فَمَنْ تَعَلَّقَ بِهِ فَقَدْ أَسْخَطَ الشَّيْطَانَ الرَّجِيمَ
So whoever clings to it has angered the accursed Satan.
أَسْخَطَ — has angered. This is a causative past-tense verb (it makes someone become angry) carrying its own 'he' subject. It is the consequence-verb of the condition, taking the named object that follows.
