كُلُّ بَرْقٍ رُبَّ بَرْقٍ فِيهِ صَوَاعِقُ حَيْنِ
Every flash of lightning may at times contain thunderbolts.
حَيْنِ — at times. A noun naming doom or a fatal moment, here heading a possessive pairing with the thunderbolts, so it reads 'thunderbolts of doom'. As the owner-noun it carries the 'of...' ending, tying the strikes to destruction. So it marks the flashes as bearers of death.
