Every flash of lightning may at times contain thunderbolts.
بَرْقٍ — flash of lightning. An indefinite noun, no 'the', the owned half of 'every flash'. The quantifier before it forces it into the 'of...' ending, and being singular it spreads the sense to each individual lightning-flash. So it marks each gleam, taken one by one, as the subject of the warning.
