وَمِنْ هَذِهِ حَالُهُ لَا يَفُوزُ بِطَاعَةٍ
And such is his state: he does not attain success through obedience.
يَفُوزُ — attain success. A present-tense verb whose 'he' subject is built into its prefix rather than written as a separate word, so the single word already means 'he attains'. Sitting under the negation just before it, it describes a general, habitual failure to succeed rather than one finished event.
