فَازْدَحَمَ عَلَيْهِ أَهْلُ بَغْدَادِ،
So the people of Baghdad crowded around him,
بَغْدَادِ — Baghdad. A place name serving as the owning second term of the possessive pairing 'people of Baghdad', which is why it sits in the genitive. It anchors who the crowding folk belong to. The pairing needs no separate 'of'; placing the two nouns side by side does the work.
