وَتَحُجُّ الْبَيْتَ إِنْ اِسْتَطَعْتَ إِلَيْهِ سَبِيلًا
And perform the pilgrimage to the House if you are able to do so.
اِسْتَطَعْتَ — you are able to do so. A past-tense verb 'you are able', here carrying conditional force after 'if', addressed to 'you'. The 'you' subject is built into the verb's ending, and it states the condition the obligation rests on.
