وليأت إلى الناس الذى يحب أن يؤتى إليه
and let him do to people what he would love to be done to him."
يُؤْتَى — to him. This is the passive form of the verb: he is the one to whom something is done, the receiver, not the doer. Arabic marks the passive by changing the inner vowels rather than adding a helper word, and the verb sits in the subjunctive ending required by the preceding 'that'.
