إِلَّا مَنْ حَبَسَهُ الْقُرْآنُ وَوَجَبَ عَلَيْهِ الْخُلُودُ
Except for anyone whom the Qur'an detains and for whom eternal punishment becomes obligatory.
وَوَجَبَ — and becomes obligatory. The leading wa- joins this clause to the previous one with a plain 'and', extending the description of the excepted person. The verb itself is a finished-action form meaning the becoming-due, so connector and verb sit together to add a second thing true of that person.
