إِلَّا مَنْ حَبَسَهُ الْقُرْآنُ وَوَجَبَ عَلَيْهِ الْخُلُودُ
Except for anyone whom the Qur'an detains and for whom eternal punishment becomes obligatory.
الْخُلُودُ — eternal punishment. The al- prefix makes this noun definite, the specific eternal staying that becomes due. It is the thing that 'becomes obligatory' in the clause, the item whose falling-due was just described, and its definiteness frames it as a known, weighty outcome.
