وَيَتَحَقَّقُ ضَرَرٌ حَالُ ثُمَّ يَغْشَاهُ،
And a harm in the present situation becomes real, then it overtakes him.
وَيَتَحَقَّقُ — and becomes real. The leading wa- ('and') ties this clause onto the previous thought, and the verb after it is present-tense with its 'it' subject built in. Together they continue the chain of what happens, presenting the harm becoming real as the next thing in the sequence, parallel to the verbs before.
