The believer weighs matters with the scale of the outcome and is not deceived by the sweetness of immediate desire.
فَالْمُؤْمِنُ — so the believer. The joined 'so' plus a noun 'the believer', its 'the' marking a known type. The 'so' draws a conclusion; the noun is the subject of the statement about how a believer judges.
