قَالَ اِدْعُوهَا فَدَعَوْهَا،
He said, "Call her." Then they called her.
اِدْعُوهَا — call her. A command (imperative) verb addressed to a group, 'call', with a feminine object -ha ('her') attached. The plural form tells the bystanders, not one person, to act, and the -ha names the mother as the one to be summoned. So one word holds the order, its plural addressee, and its object.
