وبينهم اختلاف شديد في مسائل مزمنة،
and among them there is severe disagreement on longstanding issues,
مُزْمِنَةٍ — chronic. This adjective trails 'issues' and agrees with them — and because that plural is non-human, the adjective takes the feminine-singular form 'chronic / longstanding'. So its feminine shape is grammatical agreement with a non-human plural, not a sign of one female thing.
