إِحْدَاهَا أَنْ يَكُونَ الْقَهْرُ وَالْغَلْبَةُ لِدَاعِيِّ الدَّيْنِ
One of them is that coercion and dominance belong to the advocate of religion.
الْقَهْرُ — the coercion. A definite noun in the nominative acting as the thing the verb 'to be' is asserting to exist. It is also coordinated with the next noun, so 'coercion and dominance' together form what is said to belong to the religious side.
